DHS Issues Real ID Extensions Until October 10, 2017

The United States Department of Homeland Security (DHS) has issued a new series of extensions to a number of states through October 10, 2017 allowing Federal agencies to accept driver's licenses and identification cards from those states granted extensions or in compliance. DHS has updated their website to reflect the current status of states and territories and has indicated that federal facilities will be notified of appropriate status.

New Documentation Requirements on May 15, 2017

Beginning Monday, May 15, 2017, if you’re applying for an original South Carolina beginner’s permit, driver’s license, or identification card, you must bring two proofs of your current SC address, in addition to the other required documents that prove you are who you say you are to an SCDMV branch. You will find a complete list of accepted documents on the United States Citizens’ Checklist (SCDMV Form MV-93) and International Customers’ Checklist (SCDMV Form MV-94).


Beginning Monday, May 15, 2017, you must have all of the following types of documents with you to apply for your beginner’s permit, license, or ID:

  • Two Proofs of Current SC Address
    • Examples:  Official letter from your school or school district on school or district letterhead that includes your enrollment period and a letter from a relative that’s addressed to you
  • Proof of US Citizenship/Proof of Identity and Date of Birth
    • Examples:  Original or certified copy (not notarized) of your long or short form birth certificate or an unexpired US Passport/Passport Card
  • Proof of Social Security Number
    • Examples:  Social security card or W-2 Form with your name and your employer’s name and address
  • Legal Documents Supporting Name Change(s)
    • Examples:  Marriage license, divorce decree, or court order showing a name change or an unexpired US Passport/Passport Card
      You must show a complete name change history unless you’re using a US Passport/Passport Card to satisfy this requirement.

Beginning Monday, May 15, 2017, South Carolina citizens who are interested in getting a REAL ID-compliant driver’s license or identification card, in the future, may begin bringing their identity documents to SCDMV branch offices across the state. You do not need a REAL ID-compliant card to do many of the things your current license allows you to do (more information below). The state was authorized to begin working towards full compliance and implementation of the federal REAL ID Act of 2005 upon Governor Henry McMaster’s signature of House Bill 3358 in early April. The Public Services site is usually the fastest and most convenient way to do business with SCDMV.

Emergency Contact Online Transaction

Who are your emergency contacts?

Did you know SCDMV has an online transaction that allows you to enter your emergency contact information? Customers with a driver’s license, beginner’s permit or identification card may enter emergency contact information on their SCDMV record. In the event of a collision or other medical emergency, law enforcement will have access to this information and may provide it to emergency medical personnel. For more information, click here.

Free VIN Look-up Tool for Recalled Vehicles

Vehicle recalls are at an all-time high in the United States. Millions of unfixed and unsafe vehicles are on the road, some unbeknownst to owners. The National Highway Transportation and Safety Administration (NHTSA) is providing a website for consumers to use the free Vehicle Identification Number (VIN) look-up tool to see if their vehicle is under a recall. Please visit https://vinrcl.safercar.gov/vin/. Please get your recalls fixed as soon as possible. This could save your life and the lives of your passengers

Motorcycle Safety Foundation

The South Carolina Department of Motor Vehicles (DMV) now accepts Motorcycle Safety Foundation (MSF) skills test certificates as proof of an applicant’s ability to operate a motorcycle. The certificate may eliminate the need for a rider to take the skills test at a DMV office. New Online Title Transaction

DMV now has a new online transaction designed for customers applying for a duplicate title certificate. Customers who use the new online service will receive their title by mail at the address on file. The cost for a duplicate title is $15.00. New Requirement for Charter Buses

Effective January 1, 2016, Charter Buses that travel across state lines will be required to obtain an apportioned bus plate (BC plate) or obtain trip permits before crossing state lines. Charter buses will also need to obtain the IFTA license and fuel decal or obtain fuel permits before crossing state lines.

Wednesday Morning Training Sessions

All SCDMV offices close on Wednesday mornings from 8:30 a.m. to 9:30 a.m. for in-house training. All field offices, telephone service centers and headquarters employees participate. These training sessions allow management more time to work with employees to ensure consistent operations throughout the agency.

Limited Saturday Services

Six DMV offices generally offer services on two Saturdays of each month. Check our schedule here for exact dates or visit our Office Locations, Hours and Wait Times page. The offices are open from 8:30 AM to 1:00 PM. Limited services are provided on Saturdays. The services that are not provided on Saturdays are: CDL knowledge tests, CDL skills tests, motorcycle skills tests, issuance of credentials to international customers, and same-day/over-the-counter titles.

The offices that are open on Saturday are noted below:

  • Charleston DMV, 3790 Leeds Avenue

  • Florence DMV, 3102 East Palmetto Street

  • Greenville DMV, 15 Saluda Dam Road
