SCDMV is partnering with persons,
corporations, or governmental subdivisions, including public, parochial and
private high schools to administer SCDMV tests or the Motorcycle Safety
Foundation Basic Rider Course (MSF BRC). Those who are interested in becoming a
trainer and tester and would like to enroll in any of these programs must meet
the qualification outlined in the specific Third Party Tester Safety Officer
Manual and be trained.
Participants must be approved
by DMV before they are authorized to administer the knowledge and skills tests
to applicants. Interested parties must submit the following documents to SCDMV,
Office of Inspector General, Post Office Box 1498, Blythewood, SC 29016-0015.

- Complete Form
Party Tester Agreement, and
- Complete Form
DL-304F Third Party Tester Safety Officer and/or Designated Responsible
Person Application, for each safety officer and the Designated Responsible
- Complete Form AD-808A Affidavit of Eligibility
for each safety officer and the Designated Responsible Person; and
official SLED criminal background check, for each safety officer, dated
within 30 days of application
These programs allow DMV
authorized trainers/testers to administer the knowledge and/or skills tests to
someone who is applying for a first time credential. When an applicant arrives
at the DMV office to obtain a beginner permit or driver license, he must pay
all required DMV fees and may be subject to re-testing by the SCDMV.
