Demolisher or Secondary Metals Recycler
A demolisher or secondary metals recycler (SMR) may not get rid of a vehicle without at least one of the following:
- Valid title
- Magistrate order of sale
- Sheriff's disposal authority certificate
It is the responsibility of the demolisher and/or SMR to check with the SCDMV if the vehicle was reported stolen before disposing of a vehicle that does not have a valid title, magistrate’s order of sale, or sheriff’s disposal authority. Stolen Vehicle Check
The SCDMV stolen vehicle check allows authorized members to perform VIN checks on vehicles which were sold through an affidavit to verify whether the vehicles have been reported stolen.

- Member Services Application for Demolishers and SMR (SCDMV Form TI-014B)
- Stolen Vehicle Inquiry and Web Screens Access Contract

The SCDMV will assign a user ID and password to the business administrator. Authorized agents will have online access to the NMVTIS stolen vehicle data for inquiry purposes only.

The requirements for a demolisher or secondary metals recycler (SMR) are included in state law. You may request disposal authority from your county sheriff’s office.
